Carrigaline Road On-Ramp To N28 At Carr's Hill To Close For M28 Junction Works

Drivers who use the Carrigaline Road on-ramp to join the N28 at Carr's Hill will need a new plan from Thursday evening, with the slip road closing for almost six days while the new Carr's Hill Junction takes shape.

BAM has issued notice that the Carrigaline to N28 on-ramp at Carr's Hill will be temporarily closed from 8pm on Thursday 30 July to 6am on Wednesday 5 August 2026 as part of the M28 Cork to Ringaskiddy Motorway Scheme.

There is better news for traffic coming the other way. The notice confirms that the N28 northbound off-ramp will remain open throughout the works, so vehicles leaving the N28 towards Douglas can continue as normal.

The closure is needed to facilitate the construction of the new Carr's Hill Junction. According to the notice, significant earthworks are required to construct the new junction and achieve the approved road alignment, and the works also include surfacing works.

BAM says the restricted width of the existing road corridor leaves insufficient space to safely carry out the works while maintaining traffic on the on-ramp.

Des Gilsenan, BAM Public Liaison, wrote in the notice:

"The temporary closure is therefore necessary to provide a safe working environment for both road users and construction personnel."

The traffic management drawings prepared for the closure show the main diversion signed from the R610 Rochestown Road, running east through Rochestown to Passage West, then south through Glenbrook and Monkstown to Raffeen, where the detour ends at the N28. Advance warning signs are to be placed on all side roads along the route.

The drawings also show a traffic management operative stationed at the closure point to manage it, with tower lights positioned there during hours of darkness.

The notice adds that the closure will enable the project team to efficiently complete the earthworks and road construction activities required for the new junction, and that every effort will be made to minimise disruption and complete the works as quickly as possible while maintaining the highest safety standards.
