New Rules For Learner Driver Permit Renewals Come Into Force On Sunday
Learner permit renewal rules change on Sunday 1 November 2026. Learners who have held a permit for four years must sit a driving test before renewal.
New regulations for the renewal of learner driver permits will come into force on Sunday 1 November 2026, as announced in November 2025. Learner drivers who have held a permit for four years will now have to sit a driving test before their permit can be renewed.
The regulations form part of the Governmentâs Road Safety Strategy and are intended to make roads safer for all road users. They are also intended to encourage learner drivers to become fully qualified and licensed.
Learners who have not passed a driving test within seven years must begin the learning to drive process again. For learners in category B (car), this process is made up of a theory test, obtaining a learner permit, taking 12 Essential Driver Training lessons, and sitting a practical test.
Darragh OâBrien, Minister for Transport:
âThe Programme for Government commits to reducing road deaths and creating safer roads for everyone in Ireland. These regulations are a key action under the Road Safety Strategy aiming to reduce the number of road deaths and serious injury by 50% by 2030 and achieve Vision Zero (no road deaths or serious injuries) by 2050.
Road safety is a shared responsibility. Encouraging learner drivers to complete the learning to drive process and meet the required standard to pass a driving test leads to safer roads for us all.â
SeĂĄn Canney, Minister of State with responsibility for Road Safety:
âA learner permit is not a driving licence. It permits people to drive on public roads when accompanied by an experienced, qualified driver, to gain the experience necessary to drive independently. Until a learner completes the learning to drive process and meets the required standard to pass a driving test, they cannot be judged safe to drive unaccompanied on public roads.
I am pleased to see the regulations I signed last year come into force on the scheduled date. This allowed time for a national awareness campaign to take place, and for affected learner drivers to understand the new requirements and plan accordingly.â
Jerry Buttimer, Minister of State with responsibility for Rural Transport:
âIt is vital that learner drivers complete the learning process and are discouraged from holding learner permits without ever taking a driving test. These regulations support drivers to gain the skills and confidence needed to drive on our roads as qualified drivers.â
Data from the Road Safety Authority shows that over one in five holders of category B (car) learner permits have renewed their licences three or more times. In 2025, almost 60% of this group had yet to sit a driving test, representing approximately 38,000 people.
A learner permit allows the holder to drive on public roads, accompanied by a qualified driver, while learning to drive. It is illegal for anyone with a learner permit to drive on a public road unaccompanied. Enforcement matters, including the issuing of fixed-charge penalties, are a matter for An Garda SĂochĂĄna and the Department of Justice.
The regulations amend the Road Traffic (Licensing of Drivers) Regulations (S.I. 537 of 2006).
