M28 Motorway: Works Progress Across Multiple Locations as Lane Closures Loom
M28 works update: Multiple road closures and traffic management measures in place this week, with more restrictions due at Carr's Hill and Rochestown by end of March.







Construction on the M28 Cork to Ringaskiddy motorway is advancing across several key locations this week, with significant traffic management measures in place and further lane restrictions on the horizon.
Rochestown
Retaining wall construction near the N28 off-ramp continues, with a lane closure currently in effect on the Rochestown off-ramp. One lane remains open for the next couple of weeks to accommodate the works. The climbing lane between Rochestown and Carr's Hill will close at the end of March for approximately six months, reducing the route to a single lane in each direction. Further details will be provided in the next newsletter on 20 March 2026.
Carr's Hill
Excavation and filling operations along the westbound verge are scheduled to recommence next week and will continue for the coming months. One of the two lanes beneath the underbridge will also close shortly, remaining in place for several months to support upcoming works. The hard shoulder on the southbound N28 between Maryborough and Carr's Hill remains closed.
Maryborough to Carr's Hill Link Road
Excavation works for the new Maryborough to Carr's Hill link road have now begun, with construction of a retaining wall in this area due to commence shortly.
Shannon Park
Drainage works are now underway at Shannon Park as part of the wider infrastructure programme. Work on the north abutment of Structure 6 has also commenced. Construction of the new link road between the existing and proposed western roundabouts is scheduled to begin next week.
Further Traffic Management Measures
Traffic management is in operation on the R855 and R609 (Carrigaline Road), east of the N28, where flagmen are managing plant crossings during working hours. These operations are weather-dependent due to ongoing earthworks.
Intermittent flagman-controlled plant crossings are also active on the Board of Works Road during working hours, subject to weather conditions. Flagmen remain in place on Ballinrea Road for plant crossings, with traffic management in effect along the verge of the R611. Night works are scheduled there next week for one night to facilitate a drainage road crossing, during which traffic will be managed by a stop/go system.
There will be no rock excavation by means of controlled blasting in the coming weeks.
Ringaskiddy Relief Road
Loughbeg Roundabout
The main focus of works continues at the Loughbeg Roundabout. Surfacing works have been completed on the western half of the roundabout and adjacent residential and business park entrances. Installation of drainage and ducting is complete, with brick paving of the roundabout central island, fencing, and landscaping now advancing rapidly. Two-way traffic will continue on a temporary contraflow arrangement on the eastern side of the roundabout until these works are complete.
Mainline Works
The noise barrier and new gas main have now been fully installed. Street lighting, crash barrier works, and topsoiling of verges are nearing completion, with testing of the new drainage network currently underway.
Barnahely Roundabout
Footway and cycleway works on the east side of the R613 in Barnahely are ongoing, progressing northwards towards Ringaskiddy village. Kerbing, drainage, and ducting for one of the new bus stops are expected to reach completion in the coming days.
