M28 works continuing at Rochestown, Carr's Hill and Ringaskiddy with new link road excavation underway and traffic management measures in place.

M28 Cork to Ringaskiddy Project: Works Progress Across Multiple Locations

Construction works are continuing across several locations along the M28 Cork to Ringaskiddy route, with retaining walls, excavation works, and new road infrastructure advancing at key sites, according to the latest progress update issued today.

Works are ongoing in the Rochestown area, where construction of retaining walls near the N28 off-ramp continues. At Carr's Hill, excavation and filling works along the westbound verge are progressing and are expected to continue over the coming months.

Excavation works for the new Maryborough to Carr's Hill link road have now commenced, with construction of a further retaining wall in this area due to begin shortly.

Culvert works are progressing well, with the culvert near Mount Oval now complete. Works on the north abutment of the overbridge structure at Shannonpark are scheduled to commence within the next couple of weeks.

Traffic Management Measures

A number of traffic management measures are in place to support ongoing works. The temporary speed limit reduction between Rochestown Bridge and Carr's Hill is active, with all road users asked to drive with care through this section.

On the R609 Carrigaline Road east of the N28, flagmen are operating during working hours to safely manage plant crossings. A lane closure is now in effect on the Rochestown off-ramp from the existing N28, with one lane remaining open for a number of weeks to allow retaining wall construction to continue.

The southbound hard shoulder on the N28 between Maryborough and Carr's Hill is currently closed and will remain closed until the end of January 2026. From late January, one lane beneath the Carr's Hill underbridge will be closed and will remain in place for a number of months to facilitate ongoing works.

Intermittent flagman-controlled plant crossings remain in place on the Board of Works Road, subject to weather conditions. Flagmen have been introduced on Ballinrea Road to manage plant crossings, with traffic management along the verge of the R611.

There will be no rock excavation by means of controlled blasting in January 2026.

Ringaskiddy Relief Road Progress

The main focus of works continues to be at the Loughbeg Roundabout and Ringport Business Park. The roundabout, splitter islands, and access road kerbing have been completed, with pavement works due to commence on the access road and southern approach to the roundabout next week.

Once the paving is completed, Ringport traffic will be switched onto the new access road, which will allow for completion of the western and northern arms of the roundabout.

On the mainline, noise barrier installation will be substantially complete by the end of next week. Street lighting and crash barrier works are also progressing well. Planting and landscaping works have commenced and are due to continue for a number of weeks.

Installation of the new distribution gas main which runs parallel with the mainline carriageway has been completed in the last fortnight, with testing and commissioning now underway.

At Barnahely Roundabout, footway and cycleway works are ongoing in front of the Eir exchange building and graveyard, with works due to commence near the Janssen entrance in the coming weeks.
