The Irish Government has approved plans to proceed with the procurement of a new national Cell Broadcast Public Warning System, which will send emergency notifications directly to mobile phones within affected areas.

Minister for Culture, Communications and Sport, Patrick O'Donovan TD, announced the development, which reflects the growing need for rapid and effective public communication during severe weather events and other emergencies.

The system will use cell broadcast technology to deliver alerts instantly to all compatible mobile devices within a defined geographic area, without being affected by network congestion, ensuring critical warnings can reach the public even during large-scale incidents.

Patrick O'Donovan, Minister for Culture, Communications and Sport:

"This is a significant step forward in strengthening Ireland's emergency communications infrastructure. A modern, secure and effective public warning system will help protect lives, support our response to emergencies and ensure that people across the country receive clear, trusted information during critical moments."

Once procured and implemented by the Department of Culture, Communications and Sport, operational responsibility for the system will transfer to the Office of Emergency Planning within the Department of Defence, aligning it with national emergency management structures.

The project will move to procurement in 2026, with implementation expected in 2027. Capital costs will be met from the Department's National Development Plan allocation, with operational costs to be considered through the annual Estimates process.

The new system will complement existing communication channels, including broadcast media and social media, ensuring emergency information reaches the widest possible audience.
