Ireland to Ban Sale of Single-Use Vapes Under New Legislation

The Government has introduced legislation to the Oireachtas today that will prohibit the sale of single-use vapes in Ireland, marking the latest measure in efforts to protect young people from nicotine addiction.

The Public Health (Single-Use Vapes) Bill 2025 was presented at Second Stage in Dáil Éireann this afternoon by Minister for Public Health, Wellbeing and the National Drugs Strategy Jennifer Murnane O'Connor TD, on behalf of Minister for Health Jennifer Carroll MacNeill TD.

The legislation aims to address the rapid growth of single-use vapes on the Irish market in recent years, alongside increasing vaping rates among children. Government ministers cited the products' low pricing, ease of use and attractive design as factors making them particularly appealing to young people.

The Bill also addresses environmental concerns, as the single-use function of these products generates unnecessary waste and environmental damage through the disposal of batteries and electronic components.

Minister Carroll MacNeill said:

"Single-use vapes are designed to be cheap, attractive and easy to use, contributing to the normalisation of nicotine use while also posing significant environmental and public health risks. This Bill prioritizes the protection of children and young people from these harmful and addictive substances."

Minister Murnane O'Connor added:

"This legislation is about prevention. By banning single-use vapes, we are taking further action to protect young people from nicotine addiction and to prevent a new generation from becoming dependent on these products. I look forward to working with Minister Carroll MacNeill to progressing this Bill through the Houses of the Oireachtas."

The measure represents the latest in a series of Government actions aimed at reducing smoking and vaping prevalence and preventing children and young people from starting to use nicotine products.

The Bill will now progress through the legislative process in both Houses of the Oireachtas before becoming law.
