Government Allocates €22.33 Billion for Transport Infrastructure in Massive Investment Programme

The Government has announced €22.33 billion in transport funding over the next five years as part of the National Development Plan Review 2025, delivering transformative improvements to connectivity across Ireland, including enhanced links to and from Cork.

The unprecedented investment programme will fund major projects including Metrolink construction, DART+ expansion, road network improvements, and rural transport services that will significantly benefit Cork's connections to Dublin and other major centres nationwide.

Transport infrastructure serves as a strategic enabler of economic growth, delivering broad benefits to communities and businesses whilst supporting balanced regional development. The funding builds on previous National Development Plan achievements, including BusConnects services, Connecting Ireland rural transport, new DART fleet procurement, and substantial electric vehicle infrastructure support.

The revised allocation targets four key priority areas over the coming five years. Public transport receives the largest share, encompassing Metrolink construction alongside continued expansion of intercity rail services that connect Cork to Dublin and other cities. Road networks and safety improvements will protect and enhance critical routes including the M8 motorway and N40 Southern Ring Road that serve Cork's commuter belt.

Active travel and greenway development supports sustainable transport objectives, whilst road transport electrification receives substantial backing to meet climate targets including a 50% reduction in transport emissions by 2030.

Minister for Transport Darragh O'Brien said:

This funding will enable us to progress transformative projects like MetroLink, DART+, and BusConnects, while also strengthening regional connectivity and supporting rural mobility through initiatives such as Connecting Ireland. These investments are not just about infrastructure: they are about supporting communities, reducing emissions, and building a transport system that serves every corner of our country."

Minister of State Seán Canney, who holds responsibility for international and road transport, logistics, rail and ports, emphasised the national scope:

"This €22.33 billion investment under the updated National Development Plan is about building a transport system that serves the entire country. Investment in roads, ports, and rail underpins economic resilience, regional opportunity, and climate action. As Minister with responsibility for rail, I remain firmly committed to progressing the All-Island Strategic Rail Review. It has the potential to reshape connectivity across the island and provide our regions with the long-term transport links they need to thrive."

The All-Island Strategic Rail Review holds particular significance for Cork, potentially improving rail connections between Munster's largest city and centres across Ireland and Northern Ireland.

Minister of State Jerry Buttimer, responsible for rural transport, welcomed recognition of local road infrastructure:

"I'm delighted the NDP Review recognises how critical local roads are to communities everywhere. Investment in this key infrastructure makes daily life easier for everyone by boosting connectivity, making daily commutes or school and sports runs safer and easier and, of course, supporting small businesses."

This investment particularly benefits Cork's extensive rural hinterland, where improved local roads support agricultural communities and small towns throughout the county.

The funding forms part of the broader National Development Plan Review 2025, representing total investment of €275.4 billion across all sectors through to 2035. Transport's substantial allocation reflects Government prioritisation of connectivity infrastructure as essential for achieving 300,000 new homes by 2030.

Metrolink, Dublin's first metro line connecting the city centre to Dublin Airport and Swords, receives €2 billion dedicated funding from the Infrastructure, Climate and Nature Fund. This flagship project will improve Cork residents' connections when travelling to Dublin, providing seamless airport access.

Regional connectivity features prominently in the investment strategy. Connecting Ireland services expansion will improve transport links in communities across Cork's rural areas, where reliable public transport remains crucial for accessing employment, education, and services in Cork city.

Road transport electrification receives substantial support as Ireland works towards climate targets. This includes continued expansion of electric vehicle charging infrastructure along major routes serving Cork, including the M8 Dublin-Cork motorway corridor.

Active travel and greenway development will transform how people move around Cork's communities. The county has already benefited from significant walking and cycling infrastructure improvements, with further expansion planned under the new allocation.

The investment programme builds upon delivery achievements since 2021, including completion of 170 kilometres of new roads nationwide, plus 660 kilometres of walking infrastructure, 400 kilometres of cycling infrastructure, and 220 kilometres of greenways across the country.

Cork's strategic position as Munster's economic centre makes transport connectivity particularly vital for the region's continued growth. Enhanced rail services, improved road networks, and expanded rural transport will support businesses, commuters, and communities throughout the county.

The substantial investment reflects recognition that modern transport infrastructure underpins economic competitiveness, regional development, and quality of life improvements for communities from Cork to every corner of Ireland.
