Garda Commissioner and Transport Minister Meet to Discuss Scrambler Crackdown

Minister for Transport Darragh O'Brien TD and Garda Commissioner Justin Kelly met on Thursday 4 June 2026 to discuss road safety and An Garda Síochána's enforcement actions against anti-social behaviour on public streets.

The discussions centred on the implementation of Grace's Law, regulations named in memory of Grace Lynch, which address the dangerous driving of scramblers and prohibit their use in any public place.

Commissioner Kelly welcomed the regulations and outlined An Garda Síochána's enforcement approach, pointing to a significant increase in the number of scramblers, and similar vehicles such as quadbikes, seized in recent months. New options and technologies are also being explored to expand enforcement action.

The meeting also covered measures to further strengthen the sanctions on the owners of scramblers that are seized.

Minister O'Brien committed to following up on any requests from An Garda Síochána that require legislative change to the Road Traffic Acts to increase the effectiveness of their enforcement.
