Carr’s Hill Road Layout to Change Week Commencing 2 November as Link Road Nears Completion
M28 update: new Carr’s Hill road layout from the week commencing 2 November, and the link road is due to open over the next fortnight.
A new road layout will be introduced at Carr’s Hill during the week commencing 2 November 2026, with traffic directed onto newly completed sections of roadway. The latest M28 update, dated 30 October 2026, also states that the Maryborough to Carr’s Hill Link Road is scheduled to open to traffic over the next fortnight.
At Maryborough Hill, the temporary bridge opened to traffic on 21 October 2026. This enabled the safe demolition of the existing bridge over the October Bank Holiday weekend. Construction of the new permanent bridge is now underway, with excavation works for the bridge abutment foundations having commenced. The update thanks local residents, road users and stakeholders for their patience and cooperation during these works.
In the Rochestown area, retaining wall construction along the Rochestown off-ramp remains ongoing. The foundation for the new bridge structure south of Rochestown Road has been completed, with column reinforcement works due to commence shortly. Bus Stop 242081 (Rochestown Rise) has been temporarily relocated further west and will remain in its temporary position for a number of months while works continue in the area.
At Mount Oval, excavation works for drainage and ducting associated with the new slip road are ongoing. At Board of Works Road, backfilling operations around the new bridge structure are ongoing, with wing wall installation planned for early November.

In the Shannonpark area, works continue on the bridge structure, with the bridge deck concrete pour scheduled for early November. Along the L2473 and R611, kerbing and drainage works are progressing in advance of surfacing operations. At Rock Road, the beams are now installed and the existing roadway is being lowered to its new alignment, while bridge construction and adjacent retaining wall works are underway in Shanbally (Marion Terrace).
Across the wider scheme, paving works have commenced on the mainline. Approximately 25,000m² of Hydraulically Bound Material (HBM) has been laid to date, forming the base layer for the future road surfacing.
Traffic management measures remain in place across the project. At Rochestown Road, the footpath on the south side remains closed while bridge foundation works continue, and pedestrians are requested to use the north-side footpath. Traffic management also remains in place at the junction of the N28 on-ramp to facilitate road widening and modifications to the approach roads, and the Rochestown off-ramp continues to operate with a single traffic lane.
At Mount Oval, flagmen remain in place intermittently to facilitate plant crossings associated with slip road works. Traffic management continues on the R855 and R609 (Carrigaline Road), where flagmen are managing plant crossings during working hours. Regarding the new road layout at Carr’s Hill, motorists are asked to follow signage and exercise caution when travelling through the area.
Flagmen remain in operation on Ballinrea Road and along sections of the R611. At Rock Road, temporary traffic lights remain in place while the roadway is lowered to its new alignment, and drivers should take extra care due to ongoing plant movements. Intermittent flagmen and temporary traffic lights will also remain in operation at Cogan’s Lane to facilitate machinery crossings.
Rock excavation by means of controlled blasting has recommenced in an area of cutting to the north of the Shannonpark Roundabout.
